She did kind of think about Gale romantically (she sort of mulled it over after he kissed her and she implied to him that if they ran away together into the woods with her family then she might come to love him the way she loves her which isn't doesn't exactly scream "romance" but whatever.) Still you're definitely right that her feelings for him in a romantic capacity weren't really a significant part of the story at all and aside from some brief confusion about her feelings towards him, to me it mostly came off as if she only really considered being in a relationship with him to make him happy because it didn't seem like she cared all that much.

Regarding the supposed "love triangle", I really liked the way that while Gale and Peeta both had feelings for Katniss, there was never really much rivalry between them and it never really came off as being love triangle-y. Gale seems to, in some capacity, reluctantly respect Peeta and Peeta understands that Katniss (platonicly) loves Gale and is respectful of that (one of my favorite little things in Catching Fire is that Peeta was thoughtful enough to include a picture of Gale in the locket he had made for Katniss because he realizes how much he means to her and isn't threatened by their relationship like a lot of male protagonists in other works are portrayed)
