For what it's worth, my only objection to that character (in canon, at any rate) is her name. I've had the word "derpy" flung at me disparagingly in reference to my disabilities in the past and I can't see that word as anything but a slur now. Also, the way it's used by many bronies, combined with how they portray her in their fanworks, comes across as less "this character is a positive representation of the disabled!" and more "LOL, retards are funny!" Additionally, the fact that she was not originally intended to be mentally disabled and the fans decided that she was because of her eyes and clumsiness doesn't really help their case in my opinion. But that's just me.

I'm probably going to regret posting this, as it may be a while before I have internet access again and won't be able to see any replies (if any), much less respond. Eh, what the hell.

It varies a lot from story to story. Generally, the ones that call her Ditzy seem to be more positive than the ones that call her Derpy, but the latter doesn't completely rule out a positive portrayal (see: I Just Don't Know What Went Right, a romance between her and Celestia.)
