people roll their eyes when people say that because usually it's coupled with some justification for anti-native racism or some bizarre thought that their diluted blood makes them an expert

Yeah, or like Johnny Depp being part Native American and totally assuring everyone that his portrayal of Tonto in the latest version of the Lone Ranger would be "totally respectful". Surprisingly enough, it wasn't.
