Yes, because I have seen it happen personally, time and again. Is every violation punished in a timely and fair manner? No. Unfortunately not. But in a world where most people have cameras on their phones, police are under the microscope more than ever. I do know of a couple places which are practically hopeless, but those are becoming fewer and farther between.

If your observation is solely based on news reports, understand that scandal sells, and they often report first impressions without following up with tedious things like proof of justifiable actions. If your observations are your own, I hope you reported any conduct that violated your constitutional rights to the officer's supervisor.
