no, it really does look like she's a bit cross-eyed. People with strabismus will have one eye that drifts toward the inner corner, and it's often only noticeable when they're looking to the side because it's more pronounced. She probably needs glasses.

It's actually very common. I teach in Japan, at four different high schools so far, not counting elems. A lot of kids have a degree of cross-eyed... ness? It's usually most visible when you see photographs of them, they will be looking at the camera but at least one eye will be drifting slightly inward.
