I find it difficult to say with the aughts, but I say both 20-14 and 2000-14 about evenly. The 20 way is "more" correct or at least consistent with past usage. You didn't say nineteen thousand and ninety-nine for 1999, did you?

This has always felt so weird for me whenever I say a date in English :'D Spanish is the oposite, nobody would ever say "Diecinueve Noventaynueve" for 1999.

(I know what the right use is in English, ok. It just sounds weird to me, even after all these years.)
