When someone keeps referring to another person by their full name.

Unless, of course, they share their first name with someone else in the same general group and the group doesn't have a nicknames for them.

It's kind of a silly thing to be peeved about, it's not wrong or anything. It just seems to be distancing or a form of idolatry or both.

I'd honestly take it as a form of teasing or mockery (the former possibly okay if it's a good friend, but inappropriate for a new aquaintance) or else some pretentious affectation.

Personally, I have a pet-peeve against people giving me nicknames. I have hated each and every nickname I've ever gotten (and now I just know somebody is going to comment calling me something "clever") since early childhood. Nobody but my very close family is allowed to call me anything other than my full name. I know they refer to me as cute or short versions when they talk ABOUT me, but TO me? They better use all two fucking syllables, damnit.

So, maybe, the people who you hear using somebody's full name have a reason - and that reason is that whoever it is just really massively HATES being called "Bob" or whatever the go-to diminutive of their name is.

I actually meant someone saying something like: "Jordan Catalano* is over there. I like the way he leans." "Jordan Catalano asked me out."

And by nicknames, I was kind of thinking more in the line with James M. and James J. or one goes by James and the other likes Jimmy.

*Yes, this is specific reference. Okay, it was a big school, but I refuse to believe that they knew another Jordan that they talked about that was somehow never mentioned on the show.

Ooooh, okay, that's different; carry on. :)
