Clara never had much of a conflict (or agency in the conflict she was given). Rose had a classic hero's journey about her. Martha had an arc about getting over a (thankfully) unrequited love. For Donna, it was about finding a purpose beyond a humdrum life that didn't fit her. Amy was initially about having been treated as crazy for her childhood obsession, and later, fierce relationships with Rory and River. Even the minor companions (Micky, Wilfried, Rory) had better conflicts. Heck, the Paternosters have better conflicts.

The "impossible girl" thing wasn't much more than a MacGuffin for The Doctor to chase after.
