It's the writing and claustrophobia and the slow build of tension and slow unraveling of composure into hysteria and paranoia and the writing and the fact that there's no freaky special effects and it takes place on one single tiny set and the writing and the fact that we never see the creature and the creature is never explained and the writing.

The "twist," if you can call it a twist, isn't what makes it scary. Adds to the scariness, because it's a real life fear (after all, Weeping Angels don't exist IRL), but it's not the only thing that makes it scary. Also, it's just really, really, really well written and directed and acted, very immediate and palpable due to its play-like presentation, even if you don't find it scary.
