Eh, he was the dude cheating on his wife, and he had plenty of points in the "He's a dick" category. But Hawkeye probably brought out the worst in him.

I do feel bad for him sometimes, especially with Margret. And it's so clear he was just always very Bad At People, so yeah, his dickishness probably comes from that too.

Linville was such a sweetie, though.

Didn't they write Frank off the show because they realized they'd written him in such away he wouldn't be able to evolve and change with the show once it got away from pure comedy?

I think it was part that and part the fact that Margret had moved on from him. So much of their best comedy came from the two of them being evil and ridiculous cohorts together. Having Frank completely on his own without Margret to back him up lent more toward feeling really bad for him than to wanting to see him get his comeuppance.
