Depends who's writing. X-Men writers (especially mainstays like Claremont) prefer Jean as the most powerful mutant, but FF writers prefer Franklin (even trying to pull ridiculous shit like making them above Celestials). It's worth noting that any version of the Phoenix is basically immediately classified as Omega-level mutant.

However, to put things in perspective, Franklin is normally shown to be level with Galactus, who can eat planets. The Phoenix can devours stars and solar systems. It's also been stated that the universe itself will die if the Phoenix is truly destroyed.
