It's not Tyrion because Cersei has always thought it would be, and most of the other theories seem rather far-fetched. Also, should Cersei go completely insane à la Aerys and wildfire, Jaime killing her would make for a nice full narrative circle.

Also I think it would be infinitely more satisfying to see Brienne kill Cersei, but that might just be me.

Endgame-wise, I guess an issue are the implications that Jaime and Cersei will die together/at the same time, which are as much a self-fulfilling prophecy as the valonqar prophecy itself. So basically, it would be up to Jaime, should he end up killing her.
Personally, I wouldn't want to see Brienne kill Cersei because it's the kind of juxtaposition that seems very black and white to me in terms of morals (whereas Jaime killing Cersei is virtually Jaime killing a part of himself), but I can absolutely see why you'd prefer that.
