Wikipedia says mixed Pakistani/Scottish/English descent, which I believe means "POC if we're happy with him, white if we're mad at him" in Angry Tumblr Social Justice circles.

Setting aside the whole issue of how okay it is to cast people of one nonwhite ethnicity as a completely different nonwhite ethnicity, he's certainly pretty enough to be Carlos. And judging by the photos on IMDB, it looks like his hair can be plenty thick-and-fluffy when it's not slicked back...
