Is it that bad to sometimes be more interested in dealing with the world and different perspectives of it than with the characters?

I do write canon characters of course, and love them, but coming from writing o-fic to fanfic, I was used to developing OC's, and it seemed quite natural to do so in fanfic. I have about five I use regularly now, and three have been in the stories since '07.
One of my favourite stories is a Girl-Falls-Into-Middle-earth written by a woman who wanted to prove that it could be done well. Granted, the author has been published; she's an incredible writer and the story is unique and beautifully written. She proved to me beyond doubt that whether an OC fits into the world, and becomes a part of it wholly depends on the skill of the writer. When I read it, I just threw up my hands and then clapped. Good writing trumps everything for me, OC or no.
