It doesn't seem like they're useless so much as really idealistic. They ban people who consistently break rules, but when people occasionally break rules and are usually just mean, they issue warnings and hope for improvement. (It seems to work most of the time--so far as I can tell, there are literally no other problem users at this point, and it's a fairly big site.)
