serious question: what are you talking about? where is the power imbalance? peeping tom photos ARE illegal and they ARE creepy, but as there is literally no interaction by definition, I have no idea what power imbalance you're talking about.

Someone has control over the situation where another person can't give their consent over the matter. They feel they have the control to take these pictures and to share it and nobody can stop them from doing it, let alone the girls involved. That alone is getting a power trip over the ordeal. The girls don't have the power to stop him from doing it since they don't know, and he feels he has power over them to sneak around and take these illegal photos.

If you're not clear on how the situation involves an imbalance of power, look into revenge porn. If that isn't a power imbalance, then I don't know what is.
