It's not rape, but it is incredibly creepy and definitely something that should not be tolerated or celebrated. The dude should not be proud of himself. And I'd look into if it's align with anything illegal - filming people without their consent, especially in a that situation, could get him in trouble if they pressed charges.

It also in my mind goes along with the whole "I can do anything I want to them because they won't know" mindset some rapists have when it comes to raping girls that are passed out.

In short, yes tell someone about it because it's inappropriate as all hell.
