Rape = sex with someone who doesn't want it.
That's the definition of the word. Other skeevy, messed up, wrong, and icky actions that do not involve sex or attempted sex are not rape.
Calling this "rape" is like if someone set fire to a building and you tried to call it "breaking & entering" instead of the arson it really is.

Now that I'm done being a dictionary, creepy stalking and peeping tom photos are (obviously) pretty dang nasty and also illegal. Report the guy for voyeurism and perhaps stalking. If you try to report him for rape you will only make it more difficult for legitimate rape to be taken as seriously as it should be.
