Julius, the costar of the Alice shorts, which predate Mickey and even Oswald, was a cat. People have already mentioned Figaro in Pinocchio, but there's also Dinah in Alice in Wonderland (and I don't think the Cheshire Cat is necessarily a villain - he's chaotic neutral at worst), Ivan in the "Peter and the Wolf" segment of Make Mine Music, Tibbs in 101 Dalmatians, and Bagheera in The Jungle Book.

On the evil side, we have Pete, Lucifer, the Siamese Cats, and Shere Khan. So heroic cats actually outnumber evil ones up through Walt's death.

I mean, cats make great cartoon villains because they eat mice and mice make great underdogs, but they haven't actually been depicted as consistently evil as you're claiming.
