It's remarkably similar to the bravo bikini from Bravely Default. The bravo bikini was the subject of repeated in-game jokes due to being oversexualized. Ergo, this outfit is sexualized. I don't think the AYRT would be complaining about, say, Nina Tucker.

Clothes aren't inhrently sexual. You're starting to sound like those muslims who think anywoman who's hair you can see, and form is recogniseable is intentionally alluring to men.

The entire point of the clothes she's wearing is that they're ridiculous not sexy. As a little girl attempting to play an evil villainess she mimicks things without understanding them, to the result of comedy not sexual enticement.

Of course clothes can be sexual! Clothes can express all sorts of things--you can dress to look confident, to look powerful, to look shocking, or simply to hide in a crowd. Clothes are a means of expression--an art, even!

Anyway, your statement that she's aping villainesses without really understanding them makes a certain amount of sense, and I can see now why this outfit might work for her. Provided the earlier statement that the show doesn't treat her in a sexual way is true, I can buy the OP's argument that this character is basically OK.
