Well, actually, he loves it when Hutch is bugged by him, because he thinks it's hilarious. He doesn't bug him actively all that much. Hutch is the one who bugs (and teases, and insults, and messes with, and bosses around) Starsky actively.

Okay that makes Hutch sound bad when he's TOTALLY NOT. Hutch is totally loveable and sweet in the right circumstances, and super open-minded and humanitarian and compassionate, especially to people who are poor or in jams. He's just also kind of mean.

Those descriptions sound fair to me. I love characters who are comfortable enough to rib each other (even if unevenly), take a ribbing, and can be nice grouches. Whether I've totally misread it from your comment or not, I think I'll have a better gist of what's going on in the metasquee when it pops up.

Oh yeah, that's totally right. And they've already known each other for years in the Pilot episode, so they're very, very, very comfortable with each other :)
