I really don't think there's any request or "complaint" that is safe from ire, if the mere mention that some fic might not be to some people's taste elicits phrases like "whining about people not writing what you want them to". That's pretty much the point I was trying to make.

You sound touchy. 'Whining' is operative, so the difference is clearly whether you only think about how a fic isn't to your taste (or perhaps share your general displeasure with friends), or actually go and tell the author about it. It's not really author's problem their fic isn't to your taste. So saying things like, "I wish I could find more gen fics," is fine, but adding, "Why don't those slash writers do gen instead?" is not.

Haha! Yeah, I am touchy, see the "in my experience" bit above. "Whining" is operative, and it's also insulting. Because in my experience just mentioning the possibility that some fics are not to your liking even in the most oblique way, even anonymously and generally, and IN NO WAY directed at or to a particular author has the potential to bring out all kinds of defensiveness and hurt feelings and accusations.

So, I have to disagree with you. There IS a huge difference in whether you share with friends or go and tell the author about it-- in intention, in community-spiritedness, in common courtesy. But in my experience, even bringing up the discussion while being in no way that callous and aggressive, opens yourself up to getting scolded.
