It's an anime series called KIBA. It's often dismissed as typical shounen fare with meh action scenes, or a more violent Pokemon, but it's still enjoyable, and the main characters -- the two pictured in the secret -- are great.

It shouldn't be hard to find. It's just unloved. -.-;; I know Crunchy Roll (http://crunchyroll.com) has the full series up, and Kyuuketsuki (http://home.kyuuketsuki.org/) and Mishicorp (http://www.mishicorp.org/) should still have their torrents up if you'd rather download then watch.
