I don't know, but I have a friend who's an old-school Starsky & Hutch fan who told me a lot of stuff about the legal issues with making sure to stay under the radar so no one would be tempted to do a Cease and Desist, since they couldn't have really legally fought it if subscribers were paying the zine makers overhead costs even without a profit, but the powers that be didn't really mind or even know. One of the reasons slash was protested was that it might bring down the big brass on "innocent" gay-less gen zine fandom (which was a far more valid reason back in the '70s and '80s than it is now, and even then it wasn't very well-supported.)
