Can you tell me about any TV shows that portray people who are really considered bums or unsavory (like, the homeless, drug addicts, prostitutes, smalltime shoplifters and pickpockets, ex-cons, etc) in a sympathetic (if not positive) light?

The Drew Carey Show, to a surprising degree. Everyone on that show is kind of a weird fuckup in their own way, and there's a lot of love.

I second Elementary as well, especially re: drug addicts. Although I think it has a couple reoccuring ex-cons too?

I know Alfredo was an addict and a car jacker, but I can't remember if he was busted for the thefts or just the drugs.

Criminal Minds does most of the time. As a rule, the team treats any of the people you named as just people, either trying to find out who hurt/abducted/killed them, or asking them respectfully for information, or help, or ideas. I can't think of a time when that show did any sort of lame 'jokes' about marginalized people, or made remarks or anything else.

The Killing. The main characters are basically grown up streetkids and the third season follows a sympathetic runaway who's looking for her friend.

The Wire, for sure.

And for some back in the day, Starsky & Hutch, which probably shaped a lot of my very early social positions, to be quite honest.

Person of Interest. There are no main characters who are like this (well, one of them was homeless at one point) but in general the show treats the minor characters who are well.
