Is foreign language learning widespread and/or included in regular schools? Once I met this Thai girl who was an exchange student in my city and she came here (Brazil) without speaking anything but Thai. We were pretty surprised.

Not really, as far as I know. English classes are probably the most prominent, but the only students I met who learned foreign languages other than English went to the royal school (the school that was originally founded for children of the royal family and their staff). There might be some others that I don't know about.
When my mom was at school, she learned English but didn't take any other foreign language classes until she went to the States for high school and college.
