Yes, but mostly because it's crowded. With loud, drunk tourists. Luckily if you don't work down there it's pretty easy to avoid, but man is it a pain in the ass to deal with.

(It has gotten better, though. Last time I was there they'd installed more of those, eh, pedestrian overhead walkways? So that's less foot traffic clashing with actual traffic, which helps.)
