In-universe, very probably, since Drumknott works directly for Vetinari on a day-to-day basis while Vimes usually only reports up if there's a problem. That we actually see, though, as in what scenes we've got in canon, possibly not? Since the Moist books happened, I think we've gotten more Vetinari & Drumknott scenes with nary a Vimes in sight, but the Watch books are largely Vimes POV and they're where Vetinari usually shows up, so I'd say a large proportion of Vetinari scenes are Vimes & Vetinari just from POV bias. I could be wrong though, I haven't done a tally of Vetinari scenes.

I'm not sure proportion of scenes really makes that much difference to the ships, though. They're two very different dynamics. Vimes/Vetinari is a more adversarial, two-sides-of-a-coin thing with a lot of history of saving and hating each other, while Vetinari/Drumknott is more a superior-subordinate, dark-and-secret dealings pair with added paperwork and politics. Given the difference in dynamic, I'd say the weight of canon 'evidence' isn't the deciding factor so much as your preferences for type of pairing?
