Joffrey has been around for three seasons and been awful to many important, well-liked characters (Ned, Sansa, Tyrion). Ramsay has only been around for one season and has 'only' been tormenting a character that most people despise (I don't approve of the 'Theon deserved it anyway' argument, but I think it might play into people's reaction to Ramsay.)

Spoilers: I imagine that as the series goes on, Joffrey dies and the Jeyne Poole plotline starts people will probably be hating Ramsay as much as they hate Joffrey now.
