Not OP, but from what I've seen, Joffrey is more similar in form of evil to Ramsay in that he actively brutalizes and tortures victims, whereas Cersei is a jerkass who plots but doesn't seem to get anything done.

I wouldn't say "doesn't seem to get anything done" because that implies inaction on her part, and it's not that she isn't acting -- she is, however, getting out-plotted by people who are much better at the "game of thrones" than she is.
