hate to break it to you, but not every country or culture sees nudity as being automatically sexual, and japan is one of those. for example, the anime/manga beelzebub is published in shounen jump and is aimed at adolescents, and one of the characters is a (male) demon baby who goes around completely naked. it's not considered shocking or inappropriate at all.

japan also has public baths, and it's not uncommon for families to bathe together when children are young. nudity just isn't a big deal to them the way it is in the us.
