Actually, it's perfectly legal to write on paper money in the US as long as it doesn't render the bill unable to be reissued (i.e. defaces the bill in such a way as to make it uncertain as to the denomination or counterfeit status). You can write whatever you want on your currency as long as it doesn't block out one of the anti-counterfeit measures, although it's certainly still tacky to curse somebody out on it.
