I found it jarring as well [obvious old woman voice + young actress] but I think the reason they dubbed her was because older Elise has a very distinctive speaking voice. They could have achieved the same affect by having the younger actress do some kind of impression of her, I guess. But Elise had a specific way of talking and phrasing that really made her character in a lot of ways. The other two had pretty normal voices, and there was no need to dub young!Carl as he was introduced in that scene, and wasn't someone they needed the audience to recognize immediately from the previous film.
