What are the complaints? I had never even heard of Smogon before your comment and after looking it up I don't get the problem.

Smogon is considered by a lot of people the authority on competitive battling, and when people talk about the Pokemon metagame, Smogon is often brought up. The complaints are usually either 'Smogon thinks they OWN Pokemon' and 'Their tiering system is so stupid. They think [Pokemon] is a bad Pokemon!'

It's just a fun site for people to discuss Pokemon strategies which became popular, and yeah, if it has bad stats and/or movepool, of course it's a bad Pokemon in the metagame, which is the entire point ...

Weird. I love a lot of pokemon that aren't the best pokemon for competitive battling. I don't see what's wrong with admitting that they're not good for that.

Doesn't Smogon tend to look for the best in any Pokemon? I've looked up pages for Pokemon in the Never Used tier, and they talk about the various ways that Pokemon can be incredibly useful in fights with other Never Used Pokemon, provided you're willing to try this and this and that.

Exactly so, but the people who complain seem unable to see past the fact that their favourite Pokemon is labelled Never Used when 'I use it all the time!!' Besides, it's not like there aren't a lot of NU fans. There are more people who specialise in the NU tier than there are people who specialise in Rotation Battles!
