The difference is that Elsa's parents were not shown to verbally abuse her, beat her, or encourage Anna to bully her. There is also no indication that they deliberately set out to cause emotional damage either, though their well-meaning methods (well-meaning towards Elsa) did so inadvertently.

The Dursleys on the other hand deliberately physically, verbally and emotionally abused Harry.

Not only that, but Elsa's parents only started isolating her after the accident that nearly killed Anna. They weren't isolating Elsa for shits and giggles, they were isolating her in a (rather misguided) attempt to protect their other daughter.

Can you imagine if the Dursleys had been smart enough to take the Arendelle Royalty approach to Harry?

"Yes, Harry. You have magic. It's a terrible thing that killed both your parents, and unless you're really careful to never use it, it will kill all of us too. Now, let us just keep you away from everyone for your own protection and make sure you honestly believe that we're doing it for your own good."

Hagrid's "rescue" of Harry would have turned into a kidnapping, and while the wizarding world tried to break through 11 years of brainwashing and Stockholm Syndrome, Voldemort could have taken over the world without all the trouble from those meddling kids. Hooray for well-meaning parenting!

I am certainly not saying the King and Queen's methods were ideal, they were terribly misguided and basically did the opposite of what they hoped. I still however believe they intended well though, but it turned out a case of those intentions the way to hell is paved with.

On the other hand, the Dursleys taking that approach would make a very interesting fic, if handled by someone who could really get a proper grip on how badly messed up by that upbringing Harry would be.
