I'll ask this again:

Do you consider the Doctor (who's 1000+ years old himself) a pedo for having Companions around, kissing/having relationships with Rose, Reinette, Martha, Jack, River, etc.,?

With Rose, fer shure. She is the most emotionally immature companion ever, including Adric, that was just plane creepy creep. The others, mebbe. Martha is a bit borderline, but Jack, River as long as it is after/before the Hitler episode, and Reinette post the move to Paris, they are all experienced and emotionally mature sexual beings. Xander is a pretty immature guy though, and still a teenager when the pedo demon starts wanting to bang him, so he is a pedo victim of the pedo demon.

And all were above the age of consent for most countries (yes, even Rose as she was 19 when the Doctor met her). Reinette would border on Pedo as she was 8 when the Doctor first met her in Girl in the Fireplace. Same with Amy, who I happen to think is far more immature than Rose Tyler ever was.

So if someone is of legal age but is "immature," then someone who's with them is a pedo?

Okay. Can we stop for five seconds and define what pedophilia actually is? Because I feel like throwing it around in contexts where it doesn't fit kind of trivializes it.

Pedophilia is attraction to prepubescent children. Not immature adults; actual children. Little girls and boys who haven't even started developing any physically adult characteristics yet. When acted upon, it is an absolutely terrible thing.

Having a relationship with an adult, no matter how immature that adult happens to be, is not and can never be pedophilia. This is particularly true when you consider that someone can continue being immature for their entire lives, regardless of sexual experience.
