They were, but that's about the only way they could get it through on TV in that time period (even then, they still fought with the network over it).

Similarly, with DS9's lesbian kiss in the 90s, they were able to get it through because technically, Dax's ex used to be a man, so it was portrayed as a heterosexual relationship even though they were both women in the present.

Thanks for the correction; it's been awhile since I've seen it. Either way, they presented it as heterosexual.
