Anarky is to V for Vendetta as Manchester Black and The Elite are to Jenny Sparks and The Authority.

That is to say a creation whereby the author of one comic can have his hero beat up the protagonist, and thereby the worldview, of another comic he disagrees with.

I mean, Anarky's costume design is oddly specific, and it's hard not to read significance into the fact that underneath the broad-brimmed hat and the rigid facemask, he's revealed to be a clever but naive adolescent.
