I don't know how relevant that distinction is when just by the nature of a drama we spend by far the most time watching the heroes. That still ends up being the overwhelming message all the time, when you look at it on a macro scale, even when you have other cops being bad. Even if a given show isn't explicitly saying this is what all police are like, it's still treating that kind of behavior and those kinds of attitudes as a good thing and it's still focusing its attention and sympathy on a cop who is like that. I mean I just don't think that's a great defense.

Well, I don't think it's a defense, exactly. It's more like...it feels to me that it's just a case of cop shows not bothering to make an exception to the way 99% of all TV portrays their heroes; rather than that cop shows are uniquely problematic.

Just like medical dramas don't make an exception to the way that 99% of all TV portrays main characters' feelings as more important than the plights of one-offs. Or like how sci-fi shows don't bother to make an exception to cheap "lol men are from mars women are from venus" plots. It's a failure to distinguish oneself when given the chance to distinguish oneself. It's not a unique, intentional problem of the genre's own unique making.
