I can see doing it if the first ship is part of the story in a long-term, significant way, but otherwise, yeah. I'd be really disappointed too...it's a bit like tagging a minor character who has all of two lines and it frustrating every fan of that minor character who is desperate to find some fic, somewhere with them in it.

I'm fine with tagging all pairings if the author indicate that so-and-so wouldn't be endgame. No matter now significant a pairing is, if it's my OTP and isn't endgame, I'm not going to bother.
