Scandinavia is /not/ uniformly white. Some isolated rural areas and towns? Sure. But as a whole? Absolutely not.

But the question was, ... but who lives in a place with zero non-white people? I mean really, none at all? One of the answers is, some Scandinavian people. They don't even have to live in an "isolated rural areas or towns". The further up north you go in my country, the less likely you are to see POC*. I think I was 20 (so abuot 10 years ago) when I first saw a POC when I went to attend a university in a bigger city, and I certainly didn't live in a rural or isolated ares. You see more POC even in my hometown now because the immigrants and refugees have finally started to spread from the south.

*I don't count the local Roma community as POC since they don't do that themselves.

Yeah, but the suggestion was that Scandinavia = a place with zero non-white people. Which is not true. And yes, I'm Nordic as well and have had almost the same experience as you -- a bit over ten years ago, I could have counted the number of PoC I knew with one hand. However, that is not the way it is anymore, especially not in the urban areas, and I don't really have a great desire to encourage the idea of Scandinavia/the Nordic countries as some sort of ultimate Aryan daydream with literally zero non-white people. Because it's not. Plus if Greenland counts as "a part of" Denmark, that's one very much not-homogeneously-white place. And whether Saami people are or were historically automatically white is a very tricky subject, but they certainly were not accepted as such by their colonizers.

Also, it is not racist to have an all-white cast in a work set in Scandinavia.

Indeed, even How Not To Write A Novel concedes that your book may have no non-white characters if it is set in 1980's rural Sweden.

Right. Just as much as Japan isn't uniformly Asian.

Yeah, no. Japan's population is 98.5% Japanese, 0.5% Korean, 0.4% Chinese and 0.6% other. So, like, at least 99.4% Asian. Norway's population is 86% Norwegian, with 1.3% Saami (some of whom identify as PoC) as well as Romani and Roma people, and 13.2% of immigrants, 49% percent of whom are of non-Western origin. Denmark's population is 89.6% Danish with 10.4% of immigrants, 66% of whom are non-Western. Greenland's population is 89% Inuit, with 11% of Europeans. Sweden's population is 85.7% Swedish (with around 20,000 Saami people), with and 14.3% other. There are no official statistics for ethnicity, but Iraq, Iran and Somalia are among the top ten countries, and there are increasing amounts of immigrants coming from Syria, Afghanistan and Eritrea, among other countries. I don't know which areas of Scandinavia you have visited, but I can tell you that if you go to any moderate-sized city, it won't be 99.4% white. Yes, Scandinavia is homogenous, but not to the extent that Japan is, unless you want to ignore like 10% of the population. (Plus all of Greenland when we're talking PoC. Plus it's worth remembering that the indigenous people of Sweden and Norway (and Finland) weren't white.)

*Finland's population is closest to Japan in homogeneity, with 3.6% immigrants born outside of EU, but as there are no official ethnicity statistics, this discounts PoC born in Finland. Minorities include Saami and Roma people. Though this is all irrelevant since Finland's not a part of Scandinavia.)
