What country is this, so that I might continue my studies there? And what is their policy on foreign students?

Most European countries have very low fees. At least Scotland and Finland have no fees on undergraduate level (in Finland all higher & lower education is free and the state actually gives student benefit (=monetary support that doesn't have to be paid back as long as you advance in your studies) and secures loans to native students.), but that only applies to EU students. (In Scotland to Scottish + EU students outside of the UK.) Fees for overseas students tend to be uniformly high.
