No, you can apply to work at the CIA, just like any other job, but it's very competitive.

Not only can you apply, sometimes they go out and recruit. Openly, I mean, not by sidling up to selected candidates out of the blue. Back in the 90s, they ran ads for positions in the clandestine service in the New York Times. And for all I know, maybe they still do.

Hell, they had a whole recruiting presentation at my grad school. I seriously considered applying (their engineering jobs sound pretty awesome), but I didn't want to move to Langley.
