It's because some beers are meant to be drunk at different temperatures than other beers. A stout or a bitter is traditionally drunk warm, while ales and lagers are traditionally drunk cold, so it makes sense to drink the warmer beer during the winter and the beer you serve chilled during the summer.

Unfortunately a lot of places in North America seem to be under the impression that all beer should be served as cold as possible, which completely ruins the effect.
