Beth wasn't someone who had thought through her situation seriously and decided to opt out of post-apocalyptic existence; she was an emotionally distraught teenager who was likely to recover and adjust if given time, and who shouldn't have been left alone.

There were already people from her group moving in to deal with the "zombie" Daryl with silent melee weapons, and a single "zombie" against the three armed survivors would not have posed serious danger. Andrea just wanted to show off what a badass she was; there was no practical reason for her to take the shot, and it turned out she almost killed one of their own people.

As far as Andrea herself is concerned, concerns about her potentially still being suicidal were what prompted Dale to take her gun away to begin with. She may or may not have been actively trying to kill herself anymore at that point, but she was definitely reckless and unstable, and I think he was right not to trust her with a firearm at that point.
