Both how much time you need to get some colour and how easily you get burnt depends on your skin type. For example, I have quite sensitive skin and get extremely easily (and badly, I've had 2nd degree sunburns more than once) burnt and can't really go out in the sun without sunblock. I also don't get tan no matter how much I try. My sister on the other hand takes some time to get colour, but she rarely gets burnt in the process and doesn't really need to use sunblock if she's just walking about, and a cousin of mine gets super tan by just looking at the sun. So there are all sorts of skin types and they all react differently to the sun.

Now, the best way to get some colour is, of course, to be exposed to the sun, but as you feel uncomfortable and self-conscious you might want to try to go to a tanning salon (as in those tanning beds) or something to get a bit of a base. That's at least what my sister usually does before the summer really sets in. I don't have any experience with this myself though, as even the salons don't recommend me tanning due to how sensitive my skin is.

In any case, I think it would be wise to just take it slowly due to how little you seem to go out in the sun. For example, if you go to a tanning salon just take a couple of minutes the first couple of times and increase the amount of time as you go. The staff can most likely help you, though as I said above I have no personal experience with this so I don't really know.

As your skin hasn't been exposed to sun all too much I would wager that you can get quite easily burnt, at least in the beginning, and would recommend using sunblock. It may take longer to achieve results, but it also makes it harder to get burnt. Don't be too afraid of getting a bit burnt however, as at least that gives you some estimate about how much sun your skin can handle. If do get burnt however, I would recommend using aloe on it. Works wonders!

tl;dr Take your time as your skin hasn't been too exposed to the sun and take precautions, like sunblock. Consider tanning salons as an alternative to walking about if you feel self-conscious.
