That was my thought. It's expensive to move and lots of people do it themselves. Maybe they moved from far away and arrived late at night. Are they not supposed to move into their new place then? Where are they supposed to go until it's convenient for their neighbors? Or even if it was a local move, there are lots of reasons why they wouldn't be able to start moving in until very late. And if they were told their new apartment was available on a certain date, they might not be able to afford to not move in the exact same hour it's available.
