The seriousness may be related to the length of existence of fanart commission culture. It's had longer to figure out how to self-police. Which doesn't completely stop commissioners or creators from screwing each other over on occasion, but generally if a commission goes sour, there are ways to blacklist the troublemaker and warn off future prospectives. There's a whole culture built up around taking art commissions very seriously.

Whereas in your case with fanfiction, there isn't really any recourse for you. Fic commissions are so uncommon and as a result aren't really taken as seriously by anyone. If you posted a public comment somewhere shaming the author for ripping you off (something which there are actual forums for when it comes to fanart!), you'd be unlikely to get the same "Shun the scammer!" reaction as you would if it was about a fanart commission.

I don't blame you for being put off! No-one likes paying for a product that they didn't receive, and if that author had been a commissioned artist rather than writer, you can bet she would've been blacklisted by now. Shit sucks. :(
