It's saying something insulting about someone without making it obvious it's about the person in question.

Never heard it called "Twitter Shade", though, just shade.

"shade" is a little different because it's an insult worded in such a way that it seems like it could be a compliment/neutral

it's less about making the subject of insult vague, and more about making the insult itself vague
