You sit there in the Jury box thinking "I'm going to convict this sob" and then just as the District Attorney starts talking about the people killed during the Joker's last escape, the Joker turns to the Jury and gives you a little wave. Suddenly, reasonable doubt starts creeping in, and also the overwhelming urge to urinate too. Yeah, if I was on a Gotham jury, I would never find any of those freaks guilty (and would look into moving out of state too).

I think it is because the Joker's girlfriend is on that team (Harley is on the suicide-whatever team, right?). The DC verse is run by assholes even in-universe.
